The Primary Health Care Office, as detailed above is staffed from 8am to 5pm Monday to Friday. At all other times an answer phone service on the main telephone number will detail the contact telephone number and name of the Manager on duty who can be contacted out of hours.

 

Charges

The Tariff of Charges is applicable for all work undertaken by an employee of Primary Health Care. Charges are subject to review and any increases will be notified to all clients one month in advance. A deposit of £150 is required prior to commencement of duties by Primary Health Care. This is fully refundable after payment of final invoice.

 

Payment

Fees are invoiced fortnightly in arrears and are payable on receipt. A surcharge of 10% is levied against any invoice outstanding for more

than 14 days.

 

Bookings

To cancel, amend or reduce the hours arranged and agreed by a client and Primary Health Care seven days notice must be given, or paid for in lieu of notice.

 

Permanent Recruitment

If you employ a Primary Health Care carer within six months of the date the PHC carer was introduced to you by PHC or of the date the PHC carer last attended you then PHC shall be entitled to a transfer fee. This one off fee will be charged in consideration of the introduction, whether the approach for employment is made by you or by a third party on your behalf or by the PHC member of staff. The transfer fee is £850.00.

 

Accommodation and Meals

Clients will be requested to provide meals for PHC carers on residential duties and adequate facilities to rest or sleep for PHC carers on sleeper duties. The cost of the meals may not be deducted from the PHC invoice.

 

Withdrawal of Service

Primary Health Care reserves the right to withdraw the services of their carers at any time if they fear a threat to their personal safety including:­-

 

  • If there is overtly discriminatory behaviour on the part of the Client.

  • If the member of staff is in danger of being the object of violence and physical attack from the Client, their relatives or friends.

  • If the service needs change and exceed the ability of Primary Health Care.

  • If there is a significant risk to the health and safety of the care worker and the Client has refused to allow any action to be taken that is considered necessary to reduce the risk.

  • Continuance of non-payment of fees.

Every effort will be made to resolve the situation, if at all possible, before the service is withdrawn.

Insurance.

Primary Health Care carries insurance cover for the following­:

  1. Employers Liability. The limit of indemnity provided will be £I0, 000, 000.

  2. Public Liability Insurance is provided against legal liabilities for damages, costs and expenses following accidental bodily injury to members of the public or accidental damage to their property. The limit of indemnity provided will be £5, 000, 000.

  3. Personal Accident to include accidental damage in the client's home £25, 000.

Provision of Personal Care

Following the nursing assessment any agreed provision of personal care will be detailed in the Client's Plan of Care. Any increase or decrease in personal care requirements will require a re-assessment of care and agreement between the client and Primary Health Care prior to commencement of such care.

 

Confidentiality

Only under specific, exceptional circumstances will the principle of confidentiality of the client be waived. These are:­-

  • With the consent of the client.

  • Disclosure required by Law e.g. in cases of suspected actual abuse or if the health and safety of the Client or their family will be placed at risk by not disclosing something told in confidence.

  • Where required by the order of the Court.

  • Where disclosure can be justified in the wider public interest.

Health and Safety Responsibilities

In accordance with the Health and Safety at Work Act 1974 the responsibility for the Health and Safety of Clients and the Home Care Worker is shared jointly between them and Primary Health Care . The responsibility of the client or the owner of the premises where the client lives is:

  • Ensure the premises where the work is to be done are safe to work in

  • Ensure that any equipment to be used is safe.

During the assessment of care requirements a Health and Safety Risk Assessment will be carried out by Primary Health Care and any hazards and control methods identified will be notified to the client. Accordingly any equipment found to be faulty will be notified to the client and the Carer will not be able to use it until it has been repaired.

Complaints

Primary Health Care operates a robust Complaints Procedure. A copy of the procedure is given to all clients within seven days of commencement of care. A copy of the procedure can be requested at any time from either the Carer or the Office. All complaints are taken seriously and any client wishing to make a complaint or register a concern should find it easy to do so.
